Could find no reference history for this tune, and it is notably absent from TS and TTC, but found several versions in JC's.
From one of those abc files I found that it was composed by Mike Richardson of Seattle, and I was able to track down his website, where he describes himself thusly:
I have played fiddle, called, and danced at folk dances in the Seattle area since 1985. Between musical gigs, I teach musculoskeletal radiology at the University of Washington.
